Mod_wsgi server will not start up

I am moving a currently working Django project to a new Red Hat server and upon moving the project, it's virtual env, and installing pip packages I started up the server how I always have and it worked fine. Going back to it a week later I enter in the web address of the django site and it times out. The mod_wsgi error log reads.

I can't figure out what this error indicates is happening. overwritten -- Unclean shutdown of previous Apache run?

I've even restarted the apache server that runs on this server and it has done nothing.
